Listed in order.
1. Earthquake: No warning available. No real safe place to go.
2. Tsunami: Can happen quickly after a quake. Little warning. Can escape to higher ground if there is a reason to believe that one may occur. Or travel far inland if no higher ground is nearby. However, if tsunami is sighted, due to its speed and widespread impact, it may be too late to make a run for it.
3. Tornado: Can occur with little warning: In some places, you may get a warning from officials who monitor the weather. In many cases, you can protect yourself by going indoors and taking shelter. The destructive impact is usually limited to a relatively small area. Usually, there are clues that may be clues that would alert you to keep an eye to the sky.
4 Hurricane: Usually, you do get a warning of one developing or approaching which should allow you to prepare for the event and get out of the most dangerous areas if needed before the storm makes landfall. Officials are usually able to gear up and prepared for this event and have plans in place to help people after the event.
5. Lightning/Thunderstorm: You can take shelter in most indoor locations or in a enclosed vehicle. Clues are usually easy to identify for this developing situation with darkening skies. Just don’t take shelter under a single tall tree.

I would have to say earthquake because there is really no way to predict them. They come unexpectly and you have no time to prepare. Generally you have up to a week to prepare for a hurricane. I understand that hurricanes don’t always travel the predicted track, but at least everyone in the proximity is watching, and are normally prepared, unless they are idiots and have the ‘It’s not going to be that bad’ attitude.
Tornadoes take up less space, so therefore I don’t consider them as the worse, even though they do cause a lot of damage. Lightning and thunderstorms vary rarely cause deaths, unless it’s by flash flooding or lightning, but generally you have time to prepare for those too.
Tsunamis can be bad too, but they are caused by earthquakes, so that’s why I say earthquake as being the worse.

I believe that if your speaking about a blizzard you could put it right under the hurricane only because of the trouble it can cause for a persons health and the power outtages it could cause which could lead to other problems ya digg
