What would be the military, fire dept, and medical dept, job if a tornado (F5) were to hit a large city.?
And the overall population.?

The US military would not get involved. National Guard might, and Fire and Medical would absolutely respond. The number of jobs that would be engaged would be approximately 30,000 for a city of the size 1 million.
Fortunately, F5 tornadoes typically do not strike large cities:

Likely reason is that tall buildings disrupt the air currents that would otherwise contribute to a tornado mass on a flat plain.
