tornado and insurance problems in enterprise, alabama?

USAA Property Insurance will not pay enough for me to rebuild my home that was destroyed on 1 March 07 from the tornado!

Well, did you INSURE your house for enough to rebuild it? If it's a total loss, they should pay you the policy limit. That doesn't MEAN you insured it for enough to rebuild!!
If you only insured it for MARKET value, sell the land and go buy a new house.
USAA is a GREAT company. I'm sure you don't want to hear that. They have to TELL you why they're paying what they're paying. You don't say why, but I bet you are underinsured.
If you go to a car dealer, and give them $10,000 (the price of a Ford Focus, 2 years old), you have no right to get upset that they aren't handing over the keys to a brand new Porsche. You get what you pay for.

i'm so sorry to hear that!!!! that sounds just like USAA though…nothing but problems.
check your policy and make sure you had the home insured to replacement value.

The devil is in the details….tell me this: are you expecting to actually rebuild it -or do you just want the money? If you simply want to be paid what it WOULD cost to rebuild -they're not going to do it (no one would); on the other hand, if you are actually going to rebuild -have contractor lined up and all that- then they should pay the actual cost to rebuild subject either to the policy limit or to some higher amount allowed under an endorsement or coverage extension. If the amount of your coverage is WAY less than the amount of loss, well …that's the way the cookie…..
