That is a plastic connector. I have seen them for sale but I don’t remember where. You might find one at a toy store or teachers’ store. A home improvement store might have something that would work.
I was wondering if you might be able to put something like clay where the two bottles come together before putting on the tape. Maybe some plumbers’ putty, some wax, or some glue. I would put one layer of tape on and pull it is tight as I could, then use something to smooth it into place, and then put on a couple more layers of tape, overlapping the layers.

it is tape… its just probably one of those special kinds that feels like plastic… i think its the kind that they use to close bottles up when packaged.

She says that it is tape, but the distance between the collars looks a bit long to me, so I think she put a spacer of some kind in there before taping it. She used a plastic tape that was translucent – probably the red stuff sold before Christmas time to tape packages so it looks like wide flat ribbon but doesn’t slide on the package. It doesn’t really matter much as far as the experiment is concerned, you could use ordinary plastic tape or electrical tape or even duct or gaffers tape for that matter.
