If you try and think about it … the article was published way before the second negotiation with Floyd took place.
Which means that Bob was already thinking about a Pac vs Margarito showdown … but gave Floyd another chance to fight Pacquiao after winning against Mosley.
Margarito has been the back-up plan against Pacquiao since he returned to the ring. Along with Cotto and Marquez.
This pretty much explains the reason why Bob created a deadline because he wanted Pacquiao to fight in November … with or without Floyd. If Floyd signed the contract … then it should have been Pac vs Floyd. Since it again went to hell … he went on and proceeded with his original plan of matching Margarito against Pacquiao.
You have to remember that even though Bob gave a November deadline … it doesn’t mean that they’re closing their doors against Floyd. Heck, Pacquiao even called him out again giving him another chance to fight him … but we haven’t heard any response from Floyd.
Besides, Floyd himself said that he isn’t thinking about boxing and won’t fight within a couple of years. If anything, it was Floyd who admitted that he has no intention of fighting … not Manny.
To say that Bob doesn’t want Pacquiao to face Floyd even after trying again for the second time … which was even confirmed by the HBO president is beyond me. Did Bob bribed HBO to side with them as well? So ESPN, HBO, CNN, CBS Sports etc were all lied to … and the only batch of people who were telling the truth are the handful of guys who said they were "not" aware that there was an ongoing negotiations?

Yes because it was crystal clear that Pu$$y Boy Fraud Gayfeathers Jr. was not fighting. It took a very long time before everyone swallowed that bitter pill. Flomos are still having a hard time doing so.

Margs has always been the back up plan for Pacquiao. They’ve thrown his name around since the beginning of the year. This article was right after the first set of negotiations broke down between Money and Pac, and before Pac’s fight with Clottey. Arum, as sleazy as he is, will say anything to keep his fighters happy.
