Should insurers offer home insurance rates scaled for tornado resistance?

E.g., big discount for homes like these: see http://360.yahoo.com/ki_te_moana (in hurricane areas also). Would not this mitigate costs of disaster relief and save lives? Lower insurance costs?

In some cases, they already do.
If you can show that you have rebuilt or reconfigured your house according to the latest IIBHS (Insurance Institute for Business and Home Safety) guidelines for wind resistance particularly on your roofing materials, you can get a discounted premium.
