Tornado Watch – This means that conditions are such that storms are capable of producing a tornado Stay close to a TV or radio to see if a tornado warning is imminent.
Tornado Warning
This means that either a tornado or funnel cloud has been sighted or that is highly probable that one will develop. When a tornado warning has been issued the community alert horns will sound
continuously for 3-5 minutes.
Do not use the elevators — they can become stuck if the building’s power is lost.
Do not get in the elevator; you’ll be trapped if the electricity goes out, and there’s always a chance that the lift mechanism will give out if the roof is damaged. If you’re not too high, use internal stairways to reach the ground floor or basement.

I guess you could unless the building collapses. Actually it’s probably pretty safe in there. You know, if it was an emergency you can just push the doors open and climb out even mid-floor.

Well I don’t think you would want to stay in the elevator while the tornado is coming would you? You know, you can easily climb out of the top of the elevator by the little door on the ceiling, when the electricity goes out and you still have time to run to a safe place.
Good Luck =) Hope this helps!
