California can and does get severe thunder and lightning storms and heavy rain from storms that develop in the Pacific. Tornadoes, on the other hand, require specific conditions to form ("wind shear": wind at different altitudes travelling at different speeds creates the rotation that develops into a tornado).
Unless its one heck of a typhoon, it is VERY unlikely to spawn big tornadoes California; not impossible, just VERY unlikely. They do get weak water spouts, but there has never been a tornado stronger than an F1 or F2 in California.
