Could we protect cities from tornadoes by blowing up the tornadoes with nuclear weapons?

There’s not going to be much to protect after your nuclear weapon blows everything to high heaven.

I had the same thought about hurricanes. I suppose a nuke would disrupt a tornado but since it would detonate near the ground, it will generate a lot of radioactive fallout.

No; you would end up destroying the tornado but you would also end up destroying the town/city, so it isn’t ‘protected’ by a tactical/strategic nuke of any kind.

A nuclear explosion would be most unwise. The radioactive fallout would persist and spread over a wider area than the original damage of a tornado.
Years ago, experiments were done on extinguishing a tornado with dynamite. The results showed that placement was the critical difficulty, yet the mechanism worked.
